MCH discussed state budget shortfalls and the measures being taken to make up the
deficits in the November 2008
BudgetAware™ Bulletin. Most states balanced their FY2009 budgets by using government
transfers, stimulus funds including Medicaid relief, hiring freezes, and cost reductions. Many
states are also projecting balanced budgets for FY2010. While there are still many 'ifs' going
forward, we believe that the institutional markets are the safe havens for 2009 and 2010.
Now is the time to be in front of institutional decision makers. Our message is the same
today as it has been in our recession resistant and stimulus marketing webinars - hundreds of
billions of dollars are going to be spent by institutions over the next two years and you need to

The USPS has issued a final ruling on its summer sale for Standard mailers. The
seasonal pricing will run from July 1, 2009 through September 30, 2009. A company average will be
determined for mailers who mailed over 1 million Standard letters and/or flats from October 1, 2007
through March 31, 2008. The mailer will qualify for 30% rebate on mailings over their average
during the summer sale period. The rebates will be issued after October 31, 2009. The USPS expanded
the program to include mailers who are already participating in USPS volume-incentive programs.

This year, more than ever, we've heard the word "sustainability" from the President, The DMA, and businesses "going green." MCH has been "green" for many years.
Through our Partners in Planting program, we are subsidizing the planting of more
than 4,700 trees this year to honor our high-volume customers. This year, the trees will be planted
by the Missouri Conservation Heritage Foundation as part of a reforestation effort.
As an 80-year-old company and a proud member of the direct mail industry, MCH recognizes the
importance of environmental stewardship and sustainability. MCH customers are given a Partners in
Planting certificate documenting the number of trees planted on their behalf.
CEO Peter Long said, "The Partners in Planting Program has been a big success over the years
because the trees are planted in our customers' names. With over 35,000 trees planted since the
program started, it always generates favorable responses from our customers."
In addition to the Partners in Planting program, MCH launched a recycling program in May of
2007. To-date more than, 70,000 pounds of recyclable material has been collected and donated to the
Marshall Hab Center. Long said, "The recycling program that has shown tremendous results. The MCH
staff has really gotten behind the effort and it has been a true win-win partnership for both MCH
and the Marshall Hab Center."
